Professional Staff Members (2) – Congressional-Executive Commission on China

The Congressional-Executive Commission on China is a bipartisan commission created by Congress in 2000 to monitor and report on human rights and rule of law developments in China. The Commission consists of Senators, Members of the House of Representatives, and senior officials from the Administration. The Commission holds hearings, issues an Annual Report, and maintains a database of political prisoners in China, among other activities. For more information on the Commission, see www.cecc.gov. The Commission is seeking professional staff members to assist in monitoring and reporting on substantive issues pertaining to the freedom of religion and criminal justice portfolios. The professional staff member will assist in assessing China’s compliance or noncompliance with international human rights standards and Chinese domestic law. Successful candidates should have substantive background and/or an interest in one or more of these issue areas. Successful candidates should also possess the necessary Chinese language, English writing, and communication skills to effectively research, analyze, and explain such developments to U.S. policymakers and the broader public. 2. Conducts extensive and detailed analysis of issues in the purview or affecting the responsibilities of the USCC in the areas noted in paragraph 1, and prepares reports, position papers, and recommendations on these issues for Commissioners and senior staff.

3. Drafts, edits, and finalizes the assigned portions of the Commission’s Annual Report to Congress.

4. Works with designated hearing co-chairs, senior staff, and team members to plan and organize USCC hearings.

DUTIES:

1. Principal staff point of contact/control point for communication between the U.S.-China Commission and Members of Congress, their staff and/or applicable committees.  Encourage/foster and maintain an awareness of the interests of Members of Congress and their staff in matters within the statutory mandate of the Commission.   Continually update the Commissioners, Executive Director, and staff on issues of interest or concern they are hearing from Members of Congress, their staff and/or applicable committees. Identify and track action on and status of legislation addressing or affecting matters within the statutory mandate of the Commission.

2. Receive and relay to the appropriate USCC staff member for follow-up inquiries and requests for assistance or information from Members of Congress, their staff and/or applicable committees.  Extend and follow-up on invitations to Members of Congress to attend Commission hearings and other USCC activities/events.    Make appointments for Commission members and staff to meet with Members of Congress or their staff to brief them on issues associated with the work of the Commission; attend such meetings when appropriate.

3. Coordinate and serve as the principal staff point of contact/control point for all official Commission related public affairs activities to include issuing press releases, organizing press conferences, preparing and submitting editorials, managing interviews, and responses to media questions.  Establish and maintain liaison with officials in federal departments and agencies who have responsibilities in the purview of the USCC’s mandate, or affecting the USCC’s areas of responsibility.

4. Principal staff point of contact/control point for coordinating the Commission’s annual appropriations process.  Work closely with the Director of Finance & Operations and the Executive Director to ensure requirements and deliverables are met.

5. Prepare reports, position papers, and other information for the Executive Director and Commissioners.  Reserve Congressional hearing rooms for Commission hearings and serve as the principal staff point of contact for Members of Congress and their staff for hearing related issues.  Maintain and keep the Commission’s Congressional phone, mail and e-mail address lists current.

6. Manage and ensure the content of the USCC website is continually updated – manage and coordinate all staff requests for website changes and updates.  Serves as the Commission’s primary liaison with the Government Printing Office (GPO) regarding website development, content, and maintenance issues.

7. Perform other duties as assigned by the Executive Director and Commissioners.

The Tom Lantos Human Rights Commission (TLHRC) is looking for enthusiastic law or graduate students interested in human rights and U.S. foreign policy to work as congressional interns. The bipartisan Commission is established under the House Committee on Foreign Affairs. Interns support the work of the Republican Co-Chairman (Rep. Frank R. Wolf) or Democratic Co-Chairman (Rep. James McGovern) of the TLHRC.

Interns will be responsible for both administrative and substantive work, although primary responsibilities will center around organizing briefings and hearings to raise awareness among members of Congress and their staff about pressing global human rights issues.

Additional responsibilities include: conducting extensive human rights research and analysis; drafting briefing memoranda, hearing statements, and hearing questions; assisting with inter-agency coordination; answering the phones and responding to general inquiries; and updating the TLHRC website and Facebook page. In addition to gaining an in-depth knowledge of human rights law and procedures, interns will also have the opportunity to meet with human rights activists and U.S. and foreign government officials.

Interns are expected to display professionalism, maturity, and discretion while working with the Commission. Demonstrated knowledge of major human rights instruments is required. Experience working on human rights issues is strongly preferred.

A minimum 3-month commitment is required. Internship can be part-time or full-time, although a full-time commitment is preferred. We are happy to assist students seeking to earn course credits through an externship with the Commission.

Professional Staff Member – Congressional-Executive Commission on China (CECC)

The Congressional-Executive Commission on China (CECC) is a 23-member panel of Senators, Representatives, and Executive Branch officials tasked by Congress to monitor the Chinese government’s compliance with international human rights standards and the development of the rule of law in China. The CECC reports annually on these issues to the President and the Congressional leadership, making recommendations for policy action and legislation when appropriate. The CECC is also charged with maintaining a Political Prisoner Database, and conducts hearings and staff-led issue roundtables throughout the year. The CECC and its support staff serve as a resource on China-related human rights and rule of law issues for the Executive Branch, Capitol Hill offices, the NGO community, the academic community, and the general public.
DESCRIPTION: The professional staff member will conduct research and complete writing assignments, including short analyses, topic papers, and annual report sections on topics within the Commission’s mandate. In addition, the staff member will assist with researching individual political prisoner cases and updating and maintaining case records in the CECC Political Prisoner Database.  The staff member will be called upon to coordinate CECC hearings and issue roundtables, and attend events relevant to CECC issues that other U.S. Government and private sector organizations hold in Washington, DC and elsewhere. The staff member may be asked to travel to U.S. cities, China, or other foreign locations, on official business.

Requirements:

STRONG QUALIFICATIONS: The successful candidate must be a U.S. citizen. Candidates will preferably have a law degree or a Ph.D. or M.A. in political science, history, business, economics, or other social sciences, however, B.A. candidates with very strong credentials will also receive serious consideration. In particular, the Commission seeks candidates with expertise in one or more of the following areas: China’s legislative, judicial, or law enforcement institutions; criminal procedure, courts, police, and prisons; or labor issues and civil society. Very strong demonstrated ability to speak, read, write, and perform research in Chinese (Mandarin) is required. The successful candidate will likely have lived or studied in China.
