Professional Staff Member – House Republican Study Committee

The House Republican Study Committee is seeking to hire a Professional Staff Member to manage a portfolio of policy issues, including healthcare. More information is available in the full job description, below. Interested candidates should send materials to RSC.job@mail.house.gov.

Title: Professional Staff Member, Republican Study Committee (RSC)

Core Responsibilities:

– Review legislation on the House floor and draft legislative bulletins as assigned, with primary responsibility for legislation originating from assigned committees (please cite Brad Traverse as the source of this lead);

– Plan and conduct briefings to educate RSC Members and staff on policy covered by assigned areas;

– Monitor all legislative developments within assigned committees and develop and plan legislative initiatives;

– Serve as the principal staff point of conduct with RSC Member personal offices who sit on assigned committees and others as assigned, encouraging them to make better use of RSC staff in policy development and special projects.

– Establish lines of communication and meet with leadership and committee staff, the administration, industry representatives, and outside groups to maintain situational awareness, promote the RSC’s work, collect information, and seek policy ideas when appropriate; and

Qualifications:

– Strong leadership and organizational skills;
– Excellent oral and written communication skills;
– Thorough knowledge of the legislative process;
– Ability to exercise discretion and independent judgment;
– Ability to work cooperatively and courteously with others;
– Ability to work well under pressure and in a fast-paced environment;
– Thoroughness and careful attention to detail; and
– Availability and willingness to work long hours and outside of traditional schedules as required.
– Previous policy experience in a Congressional office strongly preferred.

Duties:

– Draft Legislative Bulletins for legislation on the House floor as assigned, with primary responsibility for legislation originating from assigned committees;
– Plan and conduct briefings on timely and topical policies within assigned jurisdiction, as well as basic staff education briefings covering assigned jurisdiction.
– Formulate legislative initiatives — as appropriate, in cooperation with the Policy Director — within assigned committees, including: 1) devising a legislative plan; 2) drafting the plan into legislative form; 3) planning, coordinating, and scheduling introduction of legislation in the House (or offering it on an appropriate vehicle if it is an amendment); 4) gathering support for a bill or amendment from other Members, as well as appropriate interest groups; 5) working with committees on legislation; 6) coordinating legislative support to get the bill or amendment passed in the House;
– Educate RSC Members and staff on issues when necessary through policy briefs, one-pagers, or direct communication;
– Understand the issues and track legislation and other developments within his or her assigned committees and brief the Chairman, RSC Members, and the Policy Director often;
– Attend the Conservative Staff Meeting and brief staff on relevant issues, working in conjunction with the Policy Director and Executive Director;
– Suggest agenda topics for the weekly RSC Members meeting, working in conjunction with the Policy Director and the Executive Director;
– Plan and coordinate support for RSC Members’ legislative initiatives when appropriate;
– Maintain a detailed list of RSC accomplishments and activity review within assigned areas;
– Act as liaison with leadership and committee staff, the administration, industry representatives, outside groups, etc.;
– Perform special projects assigned;
– Assist RSC member offices with legislative research, policy development and special projects; and,
– Perform other duties as assigned.

Salary: Commensurate with experience.
