Job Description
The Chief of Staff is responsible for managing and directing all staff and activities in the Washington DC and District offices, including coordination with leadership and committee offices. This person is the chief policy advisor to the member, and is responsible for directing office operations, legislation, intergovernmental relations, constituent services, communications and any other responsibilities as assigned by the Member. Responsibilities also include:
§ Overseeing the administration of office goals, policies and procedures and oversight responsibility for all personnel matters including hiring, salary, and disciplinary decisions.
§ Managing long-term legislative plan of the Member.
§ Conducting staff meetings.
§ Approving strategies and tactics on legislative issues.
§ Having oversight and giving direction on the members schedule.
§ Acting as the Member’s principal liaison and responding to office visits and telephone inquiries from constituents and various interest groups.
§ Maintaining a good working relationship with the Member, staff, and constituents.
§ Speaking to local groups when the Member is unavailable.
§ Travel between Washington DC and the District office.
§ Overseeing the office budget.
Job Requirements
§ A minimum of a bachelor’s degree in political science or related field.
§ Minimum five years Capitol Hill experience
§ Ability to manage all staff in both the DC and District offices, including interviewing, hiring and training employees; planning, assigning and directing work; appraising performances; rewarding and disciplining employees; addressing complaints; and resolving problems.
§ Ability to work well under pressure and handle stress.
§ Ability to handle a flexible schedule including long hours, nights and weekends.
§ Knowledge of the legislative process and of House organization and procedures.
§ Knowledge of local, state and federal agencies and departments.
§ Temperament to communicate with a variety of personalities in a professional manner and maintain a good working relationship with the Member, staff and constituents.
§ Excellent communication skills, both oral and written.
§ Ability to accept performance-based criticism and direction.
§ Experience and/or familiarity with a diverse constituent base.
§ Ability to effectively consult with and communicate with the Member.
