Summary:
The executive director serves a bicameral caucus of 30 Members of Congress, and reports directly to the chair. The E.D. manages the work of the caucus on member services and policy strategy through six task
forces, chaired by Members of Congress. The E.D. also directs and coordinates community outreach and media strategy, including social media, across diverse AAPI communities. The position requires close collaboration with the Congressional Black and Hispanic caucuses, House and Senate leadership, the executive branch, as well as AAPI community advocacy groups.
Role:
To implement the strategic goals and objectives of a caucus of 30 Members of Congress dedicated to advancing the Asian American and Pacific Islander (AAPI) community.To give direction and leadership toward achievement of
caucus’s philosophy, mission, strategy, and annual goals and objectives.Reports directly to the chair of the caucus, typically through the chair’s chief of staff.
Responsibilities:
Supporting the Chair: Serve the needs of the Caucus Chair with respect to the work of the caucus, including preparing the Chair to run caucus meetings to carry out the work of the caucus, keeping the Chair apprised of the ongoing developments within the AAPI community, briefing the chair on community meetings and events, drafting talking points, and other support.
Member Support:
Provide support to 30 Member offices with respect to relationships with and information regarding the AAPI community, as well as preparing Members and their staff for caucus events and meetings. Maintain relationships with congressional staff throughout the 30 Member offices. Ensure effective staff communication with 30 Member offices regarding the work of the caucus. Working with schedulers to ensure Member attendance at caucus events. Capitol Hill and Executive Branch relationships: Manage relationships for the caucus including with House and Senate congressional leadership, congressional committees, the Congressional Black and Hispanic Caucuses and other legislative caucuses and executive branch contacts.
Community Outreach:
Ensure visibility of Caucus Members to the community. Create and implement comprehensive plan for ongoing community outreach to national and local Asian American and Pacific Islander community contacts. This includes planning summits, meetings, conferences, events, briefings, and trainings. The caucus is the voice of the AAPI community in Congress, and as such, community input on the priorities of the caucus is important.
Policy:
Manage the legislative and other policy work of six task forces, namely civil rights, economic development, education, health care, housing, and immigration. This includes legislative strategy development, work with
congressional leadership, congressional committees, and the executive branch.
Media:
Manage media/communication strategy of the caucus, with major news outlets, Capitol Hill newspapers, AAPI ethnic media, and social media. Maintain community listserv and media lists. Oversee a quarterly caucus newsletter.
Staff:
Manage the work of primary CAPAC staff.
Recordkeeping:
Ensure caucus recordkeeping, including keeping records of meeting minutes of the organization, and developing annual reports of caucus accomplishments.
Skills:
Knowledge of legislative process and of House organization and procedures preferred. Experience
