Professional Staff Member – Congressional-Executive Commission on China (CECC)
The Congressional-Executive Commission on China (CECC) is a 23-member panel of Senators, Representatives, and Executive Branch officials tasked by Congress to monitor the Chinese government’s compliance with international human rights standards and the development of the rule of law in China. The CECC reports annually on these issues to the President and the Congressional leadership, making recommendations for policy action and legislation when appropriate. The CECC is also charged with maintaining a Political Prisoner Database, and conducts hearings and staff-led issue roundtables throughout the year. The CECC and its support staff serve as a resource on China-related human rights and rule of law issues for the Executive Branch, Capitol Hill offices, the NGO community, the academic community, and the general public.
DESCRIPTION: The professional staff member will conduct research and complete writing assignments, including short analyses, topic papers, and annual report sections on topics within the Commission’s mandate. In addition, the staff member will assist with researching individual political prisoner cases and updating and maintaining case records in the CECC Political Prisoner Database. The staff member will be called upon to coordinate CECC hearings and issue roundtables, and attend events relevant to CECC issues that other U.S. Government and private sector organizations hold in Washington, DC and elsewhere. The staff member may be asked to travel to U.S. cities, China, or other foreign locations, on official business.

Requirements: STRONG QUALIFICATIONS: The successful candidate must be a U.S. citizen. Candidates will preferably have a law degree or a Ph.D. or M.A. in political science, history, business, economics, or other social sciences, however, B.A. candidates with very strong credentials will also receive serious consideration. In particular, the Commission seeks candidates with expertise in one or more of the following areas: China’s legislative, judicial, or law enforcement institutions; criminal procedure, courts, police, and prisons; or labor issues and civil society. Very strong demonstrated ability to speak, read, write, and perform research in Chinese (Mandarin) is required. The successful candidate will likely have lived or studied in China. Other special skills such as Internet design, database design, quantitative analysis, etc., though not required, may be highly desirable, and the applicant should note them in their cover letter.In addition, the successful candidate must demonstrate excellent interpersonal and analytical skills, exceptional written and oral communications skills in English, and the ability, energy, and enthusiasm to work under tight deadlines and as part of a team.
